CHINA – Several prominent professors from American colleges have taken part in China’s talent acquisition program, a controversial state-sponsored recruitment plan criticized by U.S. officials for its role in shifting Western research and technology to China, according to leaked documents.
The leaked documents obtained from multiple municipal government agencies in Xi’an, Shaanxi Province, central China, include the names of experts recruited from abroad, details of funding, and a list of targets for the Thousand Talent Program (TTP).

Two of the professors listed in the leaked reports work at Carnegie Melon University, and another at the University of California, Berkeley. All three are experts in biomedical research and development.
The Chinese TTP program, and others like it, have recruited thousands of experts from around the world since 2008, when Beijing first introduced the program.
Through the plans, China offers hundreds of thousands of dollars for overseas professionals to research and work in China for a period of time each year.
Xi’an’s program specifically targets biomedical engineering experts, while other programs have focused on other technological fields including advanced manufacturing, aerospace engineering, and new materials, according to the Epoch Times.
U.S. officials have become increasingly alarmed by these Chinese programs.
They cite concerns that the plans could facilitate the flow of American intellectual property and know-how to China. Many American and Chinese researchers have been prosecuted by the United States for hiding their participation in these programs while also receiving federal grant monies.
One of the three TTP participants is a professor and associate department chair at Berkeley. The professor is the recipient of numerous grants from the National Institutes of Health and the National Science Foundation. Since 2007, he has received at least $5.9 million in research funding, according to online records.

This professor’s bio on Berkeley’s website does not list his affiliations with TTP nor with Nanjing University. The Nanjing University website also does not include records relating to this academic.
The leaked documents also discuss the activities of two other prominent researchers, which they refer to as “Category A” talents.
One is a distinguished professor of chemical engineering at CMU, who also holds the top position at a research institution at the university.
The other professor holds a top position in a macromolecular research center, which is funded in part by the NSF. He is one of the most cited chemists in the world, according to the reports. According to the Epoch Times:
A Chinese report dated Sept. 7, 2017, by Xi’an News said that the two professors were awarded honorary professors at Northwestern Polytechnical University in Xi’an, and that they would lead the efforts to establish the Institute of Biomedical Engineering (IBME).”

A document titled “One Belt One Road ‘Talent Development” states that expertise in high-tech industries, advanced manufacturing, biomedical engineering, aerospace engineering, green energy and new materials is highly desirable.
Another document, quoted above, describes the budget allocated for meritorious people who will work in the Gaoxin district of Xi’an city. The budget is for sign-on bonuses, which are paid into employers’ personal bank accounts, and $155,000 to $ 700,000, as well as project bonuses, which range from $466,000 to $ 776,000.
FBI Director Christopher Wray, describing the activities of the talent program in a 2020 speech, said:
“China secretly pays to bring back our knowledge and innovation to American universities, including valuable, federally funded research by scientists.
“To put it bluntly, it means American taxpayers are effectively drafting the bill for China’s own technological development.”
The Unlimited Boundaries Act, passed by the Senate in June, prohibits any U.S. scientist participating in a Chinese-sponsored talent recruitment program from receiving or using federal funds.
Reacting to U.S. moves to limit the programs, China removed information about the TTP and the names of TTP participants from the Internet but continues to recruit for the programs.

Nationwide call explodes for Gen. Mark Milley to be court martialed for treason, working with China to undermine Trump

WASHINGTON, DC- In normal times with a legitimate, unbiased press, there would be no question about the seriousness of allegations made against Chairman of the Joint Chiefs of Staff, Gen. Mark Milley, who is alleged to have directly and purposefully attempted to undermine President Trump, then serving as commander in chief.
Unfortunately, such a press in general does not exist. More so, Democrats are more interested in pushing their radical Marxist agenda than protecting the integrity of the Office of the President of the United States.
Republicans however are apoplectic after the allegations made by journalists Bob Woodward (of Watergate fame) and Robert Costa in their upcoming book, Peril. According to that book, Milley believed that the then-president would “go rogue” and proceeded to work behind the scenes, in concert with our number one enemy—China—to undermine President Trump.
Milley worked two “back-channel phone calls” according to Breitbart, with China’s top general and said he would inform him (commonly called treason) if for some reason Trump was going to launch an attack on that country.
“You and I have known each other for now five years. If we’re going to attack, I’m going to call you ahead of time. It’s not going to be a surprise,” Milley is alleged to have told the Chinese general.
These allegations now have at least two senators calling for Milley to either step down, be fired or in the case of Sen. Rand Paul (R-KY), court martialed.
On Tuesday, Paul called for Milley’s removal if the allegations made in the book are proved to be true.
“I don’t care what you think of President Trump, the Chairman of the JCOS [Joint Chiefs of Staff] working to subvert the military chain of command and collude with China is exactly what we do not accept from military leaders in our country. He should be court martialed if true.

In addition to Paul, Sen. Marco Rubio (R-FL) called for Milley to resign. Breitbart reported that in a letter written and released on Tuesday, Rubio suggested that Joe Biden “dismiss” Milley immediately, and charged that by his actions.
Milley undermined former President Trump by planning to commit treason.
He wrote:
I write with grave concern regarding recent reporting that General Mark Milley, Chairman of the Joint Chiefs of Staff, worked to actively undermine the sitting Commander in Chief of the United States Armed Forces and contemplated a treasonous leak of classified information to the Chinese Communist Party in advance of a potential armed conflict with the People’s Republic of China (PRC). These actions by General Milley demonstrate a clear lack of sound judgment, and I urge you to dismiss him immediately.
In his letter, Rubio noted that in speaking to our enemy, “Milley interfered with America’s civilian-controlled military, which could possibly ‘lead to war.’”
He wrote:
I do not need to tell of you the dangers posed by senior military officers leaking classified information on U.S. military operations, but I will underscore that such subversion undermines the President’s ability to negotiate and leverage one of this nation’s instruments of national power in his interaction with foreign nations.
Even more egregiously, reports indicate that General Milley interfered with the procedures by which the civilian commander-in-chief can order a nuclear strike. He purportedly instructed officials not to take orders without his involvement and forced them to take an oath to that effect. A senior military officer interfering with that civilian-controlled process is simply unacceptable at best, and at worst, would cause ambiguity which could lead to war.
General Milley has attempted to rationalize his reckless behavior by arguing that what he perceived as the military’s judgment was more stable than its civilian commander. It is a dangerous precedent that could be asserted at any point in the future by General Milley or others. It threatens to tear apart our nation’s longstanding principle of civilian control of the military.

Lest anyone think this is strictly a partisan issue, former U.S. Army Lt. Col. Alexander Vindman (yes, that Alexander Vindman) says that through his actions, Milley had “usurped civilian authority.”
“If this is true, GEN Milley must resign. He usurped civilian authority, broke Chain of Command, and violated the sacrosanct principle of civilian control over the military. It’s an extremely dangerous precedent. You can’t simply walk away from that,” Vindman tweeted.

The CJCS always has the ability to resign rather than implement a awful or unlawful order. What is described here is wrong. Also, no one person is indispensable. There are a half dozen Chief ready to step into that role. There is no “deep state” but this narrative feeds into one.

Aside from the two U.S. Senators, several members of the House also called for Milley’s ouster.

“If the reports about General Milley are true, he needs to be relieved of his duties. There’s no justification for secret communication with our greatest adversary. There’s no justification for treason.

Rep. Justin Amash (L-MI) said that Milley had betrayed his oath:

Rep. Doug Lamborn (R-CO) tweeted:

According to Newsweek, Rep. Marjorie Taylor Greene (R-GA) is also calling for Milley’s court martial if the allegations are true.

Finally, Rep. Ronny Jackson (R-TX) accused Milley of treason:

Newsweek said they reached out to the Joint Chiefs for comment on the accusations against Milley and Republican calls for him to be ousted and had yet to receive a response.
Military.com addressed the Uniform Code of Military Justice, which spells out three different levels of court-martial. The most serious is a general court martial under which a convicted person can be sentenced to death.
“The accused has a right to be represented by a free military attorney or may hire their own civilian lawyer,” the website noted. “A general court-martial may deliver any punishment not prohibited by the UCMJ, including death when specifically authorized.”
