Stepfather out on bond after sexually assaulting 13-year-old girl kidnaps and murders same girl

ACTON, MA - In Massachusetts, a man who was charged with sexually abusing his 13-year-old stepdaughter in 2021 and was released on a $30,000 cash bond reportedly kidnapped her Thursday after school. Before police could locate the man via his GPS ankle monitor and intervene, he shot and killed the now 16-year-old girl and then turned the gun on himself. He was scheduled to stand trial in two months.

According to a press release from the Middlesex County District Attorney, the apparent murder-suicide was confirmed by Middlesex District Attorney Marian Ryan and Acton Chief of Police James Cogan.

The timeline presented showed that around 4:00 p.m. Thursday, Acton Police received a 911 call from the victim's mother reporting her daughter's abduction by her stepfather. Police then contacted the 49-year-old Juliano Santana's parole officer who, was able to provide his location based on the GPS monitoring device. According to CBS News Boston, Police located Santana's vehicle in a parking lot outside the victim's home to find both the kidnapper and victim dead.

Providing background, the DA summarized the case against Santana, stating, "On September 7, 2021, the victim reported that Santana had sexually assaulted her on multiple occasions. Santana was arrested and arraigned that same day on six counts of aggravated rape of a child."

Instead of remanding Santana into custody, the Malden District Court released him on $30,000 bond "with conditions that he be placed on a GPS monitoring device, that he stay away from and have no contact with the victim, and that he have no unsupervised contact with anyone under 18. The victim also had an active restraining order against the suspect."

All of the court's measures ultimately proved ineffective in protecting the victim.

A police report obtained by The Boston Globe indicated that authorities were aware of the risk that Santana would attempt to flee prosecution. The outlet reported that the victim's mother told police she was "concerned that Juliano will find out that the police are now involved in regards to this situation and that he would attempt to flee the area, possibly returning to Brazil where he is from."

The report also showed that the girl alleged from October 2019 to August 15, 2021, Santana would sneak into her room nightly and sexually assault her.

Commentary X account Libs of Tiktok operated by Chaya Raichik wrote, "Juliano Santana was previously arrested for r*ping his stepdaughter in 2021 but was released by a Democrat District Attorney under the condition he stay away from his stepdaughter or anyone under the age of 18. He didn't and now an innocent 16-year-old is d*ad. Democrat's soft-on-crime policies are harming American lives."
 

David Bedrosian, president of the condo association for the complex where the victim lived and was murdered angrily told the Globe, "He’s been out on bail with an ankle bracelet for three goddamn years. And how’d he get a gun? Something’s wrong with the justice system.”

No more bail, period. Build 10,000 jails and prisons across the country if we need to, but damn...start protecting society from scumbags. Enough of this crap.

No bail for violent crimes, at least. As she was kidnapped after school, I can only surmise that there was no adult escorting her. But the other thing this case illustrates is that no matter what laws are passed, no matter what "conditions" (bail, monitor, restraining order, etc.) are placed on a violent offender, the victim ultimately cannot rely on anything save self-defense. Hence, we should be able to exercise our 2nd Amendment rights unrestricted (as was intended) as long as we are law-abiding, non-violent and trained. Used to be, the training part was a part of life. Not so much anymore. Too many people living in big cities now.
