Officials: 41-year-old man accused of impregnating 11-year-old has bond set at $550K

JEFFERSON PARISH, LA – A 41-year-old man who has been accused of repeatedly raping and impregnating an 11-year-old girl had his bond set for over half a million dollars by a Jefferson Parish judge on January 22nd.

According to reports, the Jefferson Parish Sheriff’s Office arrested 41-year-old Cleto Montoya Rodas under charges of first-degree rape and sexual battery on January 19th.

Authorities allege that Rodas had sexually abused and raped an 11-year-old girl resulting in the victim becoming pregnant.

The suspect was said to have denied having ever vaginally penetrated the victim but did allegedly admit to engaging in acts of sexual abuse with her using his mouth and hands. One of the alleged incidents in question was said to have occurred at a Walmart located on Veterans Memorial Blvd in Metairie.

Law enforcement became aware of the alleged assaults after the victim had produced a positive pregnancy test.

The victim’s mother had reportedly confronted Rodas, as the suspect is apparently familiar with the victim’s family, and he had confessed to some of his alleged inappropriate contact with the minor to the mother.

Authorities say that the victim had told investigators that the suspect had raped her multiple times throughout December of 2020.

Jefferson Parish Assistant District Attorney Tonia William conveyed the details from the criminal complaints against Rodas to Criminal Commissioner Paul Schneider during a bond hearing on January 22nd.

As such, Criminal Commissioner Schneider set Rodas’ bond at $550,000 and also issued an order of protection that bars him from coming into contact with the victim until the case is adjudicated.

The suspect is reportedly still being held at the Jefferson Parish Correctional Center located in Gretna.

According to Louisiana state law, a conviction of first-degree rape can result in a life sentence in prison. However, if the victim is under the age of 13 years old, then the district attorney can “seek a capital verdict” and the death penalty could even be implemented.

Surprisingly, this is not the first instance of a criminal investigation revolving around an 11-year-old girl being allegedly impregnated by an adult male in Louisiana.

Back on October 19th of 2020, 34-year-old Wendell Sanchez was arrested in Gonzales, Louisiana under charges of first-degree rape, resisting an officer, property damage, criminal trespassing and other various offenses.

According to the Ascension Parish Sheriff’s Office, law enforcement was tipped off to Sanchez after doctors had alerted authorities of an 11-year-old girl who went to an emergency room on October 18th complaining of abdominal pain.

As it turned out, that abdominal pain was a result of the victim being pregnant – and Sanchez was the man who allegedly took her to the hospital emergency room that day.

When deputies had first responded to the hospital where the young girl was being treated, Sanchez was said to have fled the area which prompted a brief pursuit.

Sanchez allegedly ditched his vehicle at some point during the pursuit and fled on foot to an apartment complex where deputies along with officers from the Gonzales Police Department found the suspect hiding in a patio area nearby.

The suspect was later booked into the Ascension Parish jail and his bond was set at $540,000.

In other crimes involving minor victims, a GoPro camera that was reportedly found hidden within a girls changing room at an athletic facility in Tennessee was said to have held indecent images of minors.

FRANKLIN, TN- On Thursday, January 21st, the Franklin Police Department revealed that a hidden GoPro camera that was discovered inside a girls changing room and restroom at Premier Athletics has been reviewed.

The Sun reported that the hidden GoPro was recently found and had images of 60 young girls in the changing room; most of the females were minors. The police provided an update on the investigation. The update said, in part:

“Detectives believe that the suspect had been intermittently staging the camera to capture video in the restroom since September. Two of the 60 victims appear to have been partially undressed in the videos.”

The update added:

“Working with facility management, detectives have identified 47 of the 60 victims and are in the process of notifying their parents. Detectives are working to identify the remaining 13 victims.”

WKRN reported that police said the suspect is an employee of the business and that currently there is no evidence to suggest other restrooms or private areas in the facility were filmed. 

Franklin Police Detectives are also examining a variety of other evidence seized as part of the investigation and expect to file multiple charges. The department said:

“Once formally charged in this case, Franklin Police will identify the suspect, his charges, bond amount, and court date.”

The length of the time the camera was in the restroom is still unknown. WSMV reported that parents said they were feeling a wide range of emotions after learning of the camera found in the women’s restroom at the facility. 

In an email to its clients, Premier Athletics said:

“Premier Athletics takes the safety and well-being of our athletes very seriously.”

Reportedly, the discovery of the camera led to an unidentified longtime coach for Premier Athletics no longer working at the gym. Parents who spoke with WSMV said they were horrified and outraged. Parent John Woelk said:

“I would rather me take care of him than him go to Fort Leavenworth, let’s put it that way. This is total disrespect. This man took advantage of these young girls and everyone that comes up here.”

Lieutenant Charlie Warner with the Franklin Police Department said:

“This case is disturbing. As a dad, it’s disgusting and so, the calls that we’re getting in from concerned parents, we’re feeling that uncertainty and that pain along with them.”

In its email, Premier Athletics said:

“Premier Athletics does regular sweeps of the restrooms. In addition, Premier Athletics will work with the Williamson County K-9 unit to have random checks for suspicious electronics. Premier Athletics will support the Franklin police in any way that we can.”

Police warned that even though they have a suspect, it could still take time before there is an arrest. Lt. Warner said:

“As a parent, I can totally relate to wanting the police to go fast. Obviously, there’s a heinous crime that’s been committed. It’s impacted people’s lives and their privacy and there’s potentially embarrassing material that’s out there.”

He added:

“We worked hard to secure that so that’s not out there and now we’ve got to go through the tedious process of identifying the girls who have been victimized so that they can be given the justice that they deserve.”

In their media release, the Franklin Police Department said:

“The placement of a camera in such a private place is a violation of trust in its most extreme form. This is terribly upsetting to parents and their children and it is just as troubling to us. The Department is working diligently to safeguard sensitive images, to help victims, and their families cope, and to prepare a solid criminal case for the courtroom.”
