Chief Jeff O’Dell of the Kissimmee Police Department in Florida sadly reports the death of Sergeant Richard “Sam” Howard.

Sergeant Howard, 36, responded to assist Officer Matthew Baxter on a suspicious person complaint. This occurred on the north side of the city in a high crime area. Howard and Baxter made contact with three subjects.

The men were talking with the suspects and started a pat down search for their safety. A fourth subject suddenly approached and a scuffle ensued. One of the suspects obtained a handgun and opened fire on both officers. Within minutes of the officers arriving on scene, 911 calls were received of officers shot at the same location.

Howard and Baxter were both transported to the Osceola Regional Medical Center for treatment. Baxter succumbed to his gunshot wounds shortly after his arrival at the hospital. Howard was gravely wounded and remained in the intensive care unit on life support. The prognosis for him was not encouraging due to the severity of his gunshot wounds.

Sadly, Howard succumbed to his gunshot wounds the following afternoon.

The suspect in the shooting has been charged with the murder of Officer Baxter, and now with the murder of Sergeant Howard.

Richard “Sam” Howard served the Kissimmee Police Department for 10 years. He is survived by his wife and child.
