FBI Changing Policy for Reporting Rapes Committed Against Men

The FBI Policy Advisory Board has recommended that the agency change the definition of forcible rape. The current definition is “the carnal knowledge of a female forcibly and against her will.”  This definition has not been updated since the early 20th century.  The definition will be expanded to include male rape victims.   This policy change will enhance the accuracy of the Uniform Crime Reports (UCR) program in better tracking this violent crime.

Currently, the FBI guidelines specifically exclude males from being reported as rapevictims, instructing that this crime be reported as an assault or another sexual offense.
